Tom Oliver Payne is an urban strategist specialising in place identity. He is a Partner and Director of Place Strategy at Hoyne, based in Sydney, where he works at the intersection of urban strategy and long-term place performance.

Tom’s work focuses on identity-led citymaking: helping cities and precincts resist placeless growth by shaping environments that are distinct, engaging and economically resilient.

His work spans major city-shaping projects across Australia and the UK, including Camden Lock Market and Bradfield City Centre, as well as mixed-use precincts, waterfronts, university districts and new communities.

Alongside his strategic work, he documents cities through writing and photography, exploring the human experience of streets, public life and emerging urban environments.

Tom Oliver Payne teaches Urban Design and Placemaking at the University of Sydney and speaks regularly on the role of identity, story and human experience in shaping cities. His writing and photography have been published in Architectural Digest, Monocle, The Sydney Morning Herald and The Fifth Estate.
